Joe Neguse (Full names Joseph D. Neguse) is an American lawyer and politician. Currently, Neguse serves as the U.S. Representative for Colorado’s 2nd congressional district since 2019. He was elected to his first term in November 2018, becoming the first Afro-American member of Congress in Colorado history. Neguse also sits on the House Judiciary Committee, the House Natural Resources Committee, and the House Select Committee on Climate Change.
Before his election, Rep. Neguse served as the Executive Director of Colorado’s consumer protection agency in the Colorado Governor’s Cabinet. At the age of 31, he was one of the youngest state cabinet secretaries ever. He achieved big accomplishments, including the recovery of millions of dollars for consumers, the establishment of the state’s first online filing system for civil rights discrimination complaints, and the pushing of legislation to prevent financial fraud against seniors.
Prior to that, Rep. Neguse served on the University of Colorado Board of Regents, representing Colorado’s 2nd District, where he fought to make higher education more affordable in his six-year tenure. He also campaigned for engaging out to students on difficult issues such as lowering student health insurance prices, raising pay for the University’s lowest-paid employees, and making voter registration more accessible to students.

Neguse founded New Era Colorado, an organization dedicated to getting young people active in politics, while still a student. When Andrew Romanoff was a member of the Colorado House of Representatives, he served as an assistant to Romanoff at the Colorado State Capitol. Neguse was elected to the University of Colorado Regents in 2008, representing Colorado’s 2nd congressional district.
Neguse ran for Colorado Secretary of State in 2014 but lost to Wayne W. Williams 47.5 percent to 44.9 percent. Neguse was named executive director of the Colorado Department of Regulatory Agencies (DORA) by Governor John Hickenlooper in June 2015.
In 2017, Neguse resigned from DORA to run for the United States House of Representatives in Colorado’s 2nd congressional district in the 2018 elections, hoping to succeed Jared Polis, who was elected governor of the state. He also went to work for Snell & Wilmer, a law company specializing in administrative law.
After incumbent U.S. Representative Jared Polis declared he would not seek reelection and instead run for governor of Colorado, Neguse announced his bid for the Democratic nomination on June 13, 2017. Neguse ran against Mark Williams, a businessman, and former Boulder County Democratic Party chairman, in the Democratic primary on June 26, 2018. He won all ten counties in the district, defeating Williams with 65.7 percent of the vote.
Neguse subsequently went on to defeat Republican contender Peter Yu, a businessman, in the general election on November 6, garnering 60.2 percent of the vote and winning all but two counties. He was the first African-American elected to the Colorado House of Representatives. In the United States House of Representatives, Congressman Joe Neguse represents Colorado’s 2nd District.

Neguse voted for Donald Trump’s impeachment in 2019. The Lugar Center named him the most bipartisan member of Colorado’s congressional delegation in 2020. Neguse voted to impeach Trump for the second time on January 12, 2021 and was named as the House impeachment manager for the second impeachment trial.
Neguse said on day two of Trump’s impeachment trial that Trump summoned, gathered, and incited the mob. Trump’s statements on January 6 sparked a deadly attack on the US Capitol, according to Neguse. He went on to say that Trump was the one who instigated it, and that the attack was foreseen.On February 10, Neguse talked for about 30 minutes, detailing the prosecutors’ case. He alleged that as you’ll see during the course of this trial, that mob was summoned, assembled, and incited by the former president of the United States, Donald Trump. He continued saying he did that because he wanted to stop the transfer of power so that he could retain power.
